9 killed,150 hurt as riots break out in city

* 20 vehicles including water tankers, rickshaws and motorcycles set ablaze

NINE people were killed, more than 150 were injured and dozens of vehicles were set ablaze. Out of the nine, three were killed on Shahrah-e-Noor Jahan, including Muhammad Ali, Rafiullah and Mukhtar. Najeeb was killed in Mochko, Babar in DeSilva area, Qari Syed Feroz near the Board Office bus-stop, Mukhtar was killed near Tanki Stop in Malir and bodies of Bakht Zada s/o Gul Muhammad and Pir Akbar s/o Azal Khan reached late night at Abbasi Shaheed Hospital.

The worst affected areas were Banaras, Orangi Town, Qasba Colony, Baldia, Ittehad Town, Sohrab Goth, Pak Colony, Gurumandir, Patel Para, Nagan Chowrangi, Gulistan-e-Johar, Malir, Quaidabad and surrounding areas, where heavy contingents of police and Rangers were deployed to restore the law and order situation.

Officials at the Qatar Hospital, Orangi Town confirmed that bodies of three victims and over 104 injured were brought from Banaras and adjoining areas including half a dozen injured women with torn clothes.

More than three-dozen injured were also taken to the Abbasi Shaheed Hospital for treatment. “The majority of the people were those fleeing from the Site industries as they were targeted by a mob. “ We also suffered baton lashes,” they said.

The riots started from Banaras, early on Saturday, when a driver and conductor of a local route were thrashed by a mob in Mosa Colony. As a result the aggravated locals started firing and resorted to violence.

The riots spread like bush fire, engulfing surrounding areas where groups of angry protesters pelted stones and fired at cars, setting fire to many vehicles. Two rickshaws and motorcycles were burned at Pak Colony, two buses and two motorcycles in Ittehad Town, two tankers at Nagan Chowrangi and one water tanker in Qasba Morr. The violence also resulted in shops closing and business activities and public transport coming to a halt. DSP Orangi Ramzan Gopang told Daily Times that even after the riots ended in the evening, business activities did not resumed and traffic flow was very low. DIG North Nazimabad Abdul Aleem Jaffery confirmed that four people were killed on Shahrah-e-Noor Jahan in Nazimabad and many more were injured.

Traffic not moving on various roads: The violence which spread throughout the city also caused massive traffic jams on various major thoroughfares as people were trying to get home as soon as possible. The major thoroughfares such as M A Jinnah Road, Rashid Minhas Road, Shahrah-e-Faisal, Abdullah Haroon Road, Sir Shah Suleman Road across Civic Center to Site Industrial Area, Jehangir Road and linking roads were packed with bumper-to-bumper traffic as the news about riots flashed on different private TV channels. In the absence of public transport vehicles including buses, mini-buses, coaches, taxis and rickshaws, commuters were stranded on the main thoroughfares and preferred to use inner lanes to reach their destinations.

12 SHOs transferred: On CCPO Wasim Ahmed’s directives, a total of 12 Station House Officers (SHO) were transferred on Saturday. Sources in the police department confirmed that the transferred officers were Inspector Khua Bux appointed at Gadap, Inspector Asif Jakhrani at Mauripur, Inspector Ghaffar Jummani at Gizri, Inspector Sohail Akhter at Al Falah, Rana Sadiq at Farer, Inspector Nayyarul Haq at Sukhan, Inspector Muhammad Akram at Saudabad, Inspector Shaukat Raza at the Docks, Inspector Ijaz Rajpar at Maumar, Inspector Shabbir Hussain at Mobina Town, Zulqarnain at Gulberg and Tanveer Murad at Sohrab Goth.

Rs 0.75m looted, police save bank

SIX robbers looted Rs 725,000 from a private commercial bank located within the jurisdiction of Gulberg Police Station while another bank within the same jurisdiction was saved from four robbers after a brief encounter on Saturday.

A private bank located at the Al-Noor Society of Gulberg Town was robbed at 9:15 am by six robbers. They entered the bank and faced no resistance from the security guards. They held the bank’s staff and the customers as hostages and then successfully looted Rs 725,000 from the counters and lockers. The robbers also had acquaintances, waiting outside the bank, with the get away car.

SP Gulberg Town Allauddin Abbasi told Daily Times that it is not easy to rob a bank equipped with private security guards and close circuit cameras but neither the security guards nor the bank manager made any attempt to resist.

“The bank entrance has a wide glass door and the security guard could see the robbers entering as a group. They snatched the security guard’s weapon and held the staff and others as hostages. The manager also sits in a room which has glass walls and could have pushed the alarm button but he did not do so,” he said.

Abbasi said that one of the security guards sat inside the bank near the manager’s room and could have fired to alert the policeman sitting outside the bank, who had no idea that a robbery was taking place.

“Before leaving, the robbers also took the video made by the security cameras installed in the bank,” he said.

He further said that the robbers opened lockers and took anything that even money but fortunately, they missed an envelope that had foreign currency including dollars, euros and bonds worth Rs 1.5 million to Rs 2 million. Abbasi said that they registered an FIR on behalf of the bank manager and started the investigation.

In the same vicinity the police arrested four bandits outside a private bank that were aiming to rob.

SP Abbasi said that four robbers later identified as Changez Khan, Zaibullah, Sanghar Khan and Saeedullah were seen outside the bank behaving suspiciously. “When police officials questioned them, they attempted to run away under the cover of firing but the police managed to arrest them a few minutes later,” he said.

He also mentioned that a case against these robbers had been registered.

CDGK Employees’ Housing Issue

Standard house rent not yet applied to all CDGK workers

* City council had adopted resolution 19 years ago

KARACHI: Over 4,000 employees of the City District Government Karachi (CDGK) are being blatantly cheated by their higher-ups, as almost 50 percent of their salaries are being deducted in the name of house rent, although, last year, the Karachi DCO had issued a notification for the application of the City Council approved house rent of Rs 125 to the 4,000 employees as well, Daily Times learnt on Monday.

According to CDGK sources, the city council had adopted resolution No 403, on June 14, 1989, setting the standard house rent at Rs 125 for all employees of the defunct Karachi Municipal Corporation (KMC), Karachi Development Authority (KDA), Karachi Water and Sewerage Board (KWSB) and Karachi Building Control Authority (KBCA) using official accommodation in the city.

However, the standard rates are yet to be applied to more than 4,000 employees deputed in Saddar Town and different departments of the city government, including health, education, fire brigade, zoo, parks, land, revenue, printing press, electrical and mechanical and Class-IV. The former Karachi DCO Fazal-ur-Rehman had issued a notification (DO/ACCN/CDGK/1177/2006), directing the concerned departments to include the employees but the Finance and Planning Department had not paid any heed to his orders and continued depriving the officials of almost half of their basic salary.

CDGK employees of grade one to four are being charged 45 percent of their basic salary as house rent, while all those of grade five or above have been paying 50 percent. The sources further mentioned that the CDGK had also issued an official gazette on September 18, 2007 but all its measures were in vain.

“Many of the CDGK employees are unable to afford suitable accommodation with their meager salaries and the government needs to consider their plight,” said one of the affected officials. He added that the employees of the defunct KDA, KWSB and KBCA have occupied official accommodation for a long period and are charged the standard house rent of Rs 125.

Sajjan Union-CDGK President Syed Zulfiqar Shah and other leaders also expressed grave concerns over the issue and demanded City Nazim Mustafa Kamal, Karachi DCO Javed Hanif and others to take immediate notice. “We have been trying to resolve this issue since 1989 but corrupt bureaucrats have been constantly creating hurdles in the application of a uniform policy for all employees,” said Zulfiqar Shah.

IDEAS 2008 Exhibition

Arms fair opens today

THE five-day event of arms, ammunition and combat equipments, International Defense Exhibition and Seminar (IDEAS) 2008 will begin today (Monday) with the aim to be one of the biggest events in the history of Pakistan.

Around 94 local firms are participating in the event along with hundreds of companies from 58 different countries. Defence Export Promotion Organization (DEPO) Director General Major General Muhammad Farooq briefed the media and highlighted the salient features of the exhibition on Sunday.

“The platform of IDEAS 2008 provides an opportunity to demonstrate Pakistan’s defence capabilities, technical strengths and other related skills, training and services. It gives the chance to various groups to explore the possibility for cooperation and joint ventures and collaboration in the field of defence production,” he said.

Farooq mentioned that the response from foreign and local firms in the current exhibition was higher when compared to the IDEAS that was held in 2006. Around 221 leading defence manufacturers from 27 different countries took part in the event, of which 148 foreign and 73 domestic companies also displayed their products.

“This year we booked all the space available at the Expo Center Karachi to accommodate 256 defence companies from 58 countries from North America, South America, Europe, Asia, Far East, China, Turkey and Africa,” he said.

Shedding light on the objective of IDEAS 2008, he said that Pakistan has proved its organizational skills by arranging such a huge event in Karachi. “The major objective of holding such events is to build Pakistan’s image as a moderate, tolerant and cooperative nation that is committed to boost its defence capacity,” he said.

He, however, said that other features the event is holding seminars and meetings between the delegates form within and outside Pakistani firms. DG Farooq said that they were adopting self-reliant options when it came to holding such projects and not taking a single penny from the national exchequer. “We don’t want to be a burden on the public’s money,” he said.

He also announced that the most important feature of the current exhibition was displaying, for the first time, the JF-17 Thunder fighter plane, which is a proud co-production of the Pakistan Defence Industry and China.

To a question he stated that during the previous exhibitions, various foreign delegates showed an interest in the indigenous products including the Al-Khalid tank, however, he added that currently the local defence industry is putting all its effort into addressing the local orders of the Pakistan Army and making it self-sufficient.

He appreciated the support rendered by the armed forces, the federal, provincial and city government as well as the people of Karachi for their warm hearted hospitality, help and support wherever it was needed in the event.

The exhibition will be held from 5am to 10am, the roads surrounding the Expo Center will be sealed for all traffic expect the delegates and visitors who have been issued passes by the organizers.

Fake CCTV cameras?

KEEPING the current law and order situation of the city in mind, many steps have been taken by the government to provide security for citizens, but in some places, such as the Cantonment Railway Station (CRS), it seems like the government is not only dodging culprits but also deceiving innocent citizens.

The CRS caters to thousands of passengers almost everydacctv-cameras-24y and the number increases on Eids when people travel to celebrate the occasion with their families. To make the station more secure the government installed 25 close circuit television (CCTV) cameras at different parts of the station, covering all platforms but unfortunately not a single camera is working properly, as these cameras are still not linked by a proper system.

The cables of the CCTV cameras keep falling into the haphazardly set up police pickets near the main entrance and can be seen daily by thousands of passengers but the negligent authorities are still unaware of the problem. Pakistan Railways officials are also not aware of the fact that cameras have been installed in the vicinity of the station.

Divisional Superintendent Mir Muhammad Khaskheli was contacted by Daily Times for comments but he said that, it will be appropriate if Railway Police SP Muzzafar Ali Sheikh comments on the issue, but Sheik was unavailable when contacted.

The officials at the Railway Police help desk, established at the Cantonment Railway Station, told Daily Times that these cameras were installed four months ago but are not linked by a proper system for security measures.

However, no official was available to confirm the cost of cameras and other necessary arrangements that have to be taken to finalize this security system.

Council to keep watch on corrupt elements: Resolution passed for registration at UC level

* Installation of scanners at all entry and exit points

MEMBERS of both the benches in the City Council heatedly debated about the presence of Taliban in Karachi and adopted two separate resolutions.

The house also endorsed the recent comments of President Asif Ali Zardari to set up a registration process on the city’s entry and exit points as measures to control Talibanization.

The session held at the City Council Secretariat on Saturday was presided over by City Naib Nazim Nasreen Jalil. The debate started after Masood Mehmood of the treasury bench tabled a resolution. Opposition members supported the resolution; they incorporated some suggestions in it regarding precautionary measures against the hidden growth of Talibanization in Karachi.

In the resolution, the members pointed out that the threats received by shop keepers of CD shops in two plazas at Banaras Chowk created panic among the city’s business community. “People fear that the fundamentalists known as Taliban in Karachi will next threaten to bomb barber shops and later educational institutes for women, but before that happens the citizens of Karachi will become a solid wall against such fundamentalism,” said Mehmood. He stated that President Asif Ali Zardari instructed the provincial government to start a registration process of those people in Karachi who are from other provinces so that a vigil eye can be kept on corrupt elements.

In this resolution, Saeed Ghani and others members of the opposition benches suggested that the registration process should be started at a union council level and should include details such as property and tenants. They also suggested that scanners should be installed at the city’s entry and exit points and the law enforcement agencies should be provided with the latest equipment so that they can tackle these terrorist issues easily. After members from both benches made speeches expressing their point of views, the benches unanimously adopted the resolution.

Earlier on, Dr Ziauddin from the opposition bench mentioned that the banners displayed in Banaras were not a threat from Taliban but from the building owners who plan to renovate the structures. These owners asked their tenants, who are mostly CD shop owners, to vacate the buildings. “Some quarters are using the fear of Talibanization to their advantage, they create panic among the citizens so that they can get their way, this should be straightened,” he demanded. Dr Ziauddin feared that the anarchy that targets Pukhtoon areas of Karachi will become a danger to the peace of the city and it should be avoided.

Mehmood, who tabled the resolution, said that the CD shop owners at Banaras Chowk as well as Rainbow Center, approached the government and expressed their fear that Taliban in the city aims to destroy their businesses.

In their speeches many treasury members including Asif Siddiqi, Arshad Qureshi, Muhammad Imran, Sarwat Arif and Abdul Jalil pointed out that MQM leader Altaf Hussain has already highlighted the presence of Taliban in Karachi and now President Zardari commented on this. They made it clear that they were against terrorism and the version of Shariat that was portrayed by ‘Danda-bardar’ and ‘Kalashinkov-bardar’ fundamentalists.

Opposition members including Saeed Ghani, Ramzan Awan and Sheikh Mehboobur Rehman stated that they were supporting the condemnation of terrorist activities but they also emphasized that specific ethnic groups should not be targeted in the fight against terrorism. They termed the registration process of outsiders as a tactic to create anarchy among the citizens of Karachi and the people visiting the city from the other provinces. They suggested that the government should set up a vaccination facility at airports and seaports to vaccinate people coming to Karachi.

Mumtaz Shamim Wasi made it clear that if the city government sets up registration camps on Karachi’s borders then other provinces and major cities will do the same. “Taking such steps is a conspiracy to divide Pakistan into four provinces,” she commented.

Ibrahim Mughal pointed out that the government should focus on uprooting the reasons encouraging fundamentalists to carry out terrorist activities in the country.

The majority of the house members adopted another resolution tabled by Arshad Qureshi even though the opposition members in the treasury benches opposed it. The resolution proposed that the city government will set up medical camps on all entry and exit points of Karachi and people entering the city will get vaccinated so that the city is protected from diseases. “It is confirmed that the majority of diseases including polio in Karachi were brought by people belonging to different parts of the country, this vaccination program will secure the city besides controlling the haphazardly increase in population and encroachments,” he said.

The resolution also appreciated the city government’s efforts highlighted by President Zardari in his meeting with Governor Sindh Dr Ishratul Ebad Khan. The convener adjourned the city council session till 3:00 pm on Tuesday November 25.

CDGK Employees’ Woes

Jamshed Town workshop lacks facilities for 300 employees

THE  old Jamshed Town workshop, located in Mehmoodabad, is neglected by the administration and no attention is paid to the problems of as many as 300 employees, Daily Times learned on Thursday.

The workshop is used by the Jamshed Town Administration to park heavy machinery and vehicles used to dispose of garbage, and has become one of the dirtiest places in the city. The staff including loaders, drivers, sanitary workers, auto mechanics, peons and clerical staff are not provided civic facilities such as potable water, washrooms or even sitting arrangements.

“A few months ago, the water connection was disconnected by unknown people and has not been restored. The staff has to arrange for potable water from nearby hotels and sometimes also from houses in the vicinity. If someone needs to use the washroom, they have to go to a mosque in the area as the workshop does not have a washroom,” said United Workers Union leader Malik Nawaz.

Nawaz also told Daily Times that due to the utter negligence of the town administration, expensive machinery and vehicles have become scrap and the vehicles that are running are also not properly maintained.

“Recently four bobcats, three shovel-tractor vehicles, a few dumpers and other vehicles have joined the list of junk as they developed faults and not a single penny was issued to fix them. They were still, however, used in the cleanliness drives started by the town administration,” he said.

He mentioned that these heavy vehicles could be used for operation fleet, for lifting offal during the holidays of the upcoming Eid-ul-Azha and for helping with routine sanitation operations.

It is also mentioned that the workshop was set up 40 years ago by the defunct KMC and a section of it is also used by the land department to dump articles seized in anti-encroachment drives.

The other leaders including Gul Islam, Jan Muhammad Baloch and Malik Ejaz also shed light on the problems faced by the workforce.

They also said that they discussed these issues with Jamshed Town Municipal Officer (TMO) Masroor Memon but he had not taken them seriously and no funds were issued to repair vehicles. Fixing the vehicles will save the town money during different operations, especially during the Eid holidays.

The TMO told Daily Times on Thursday said that they have issued tenders to repair faulty vehicles but did not give details.

When asked about the other facilities that the workshop lacked, the TMO ensured that the workers will be catered for soon.

Smoke bombs found in Nazimabad

THE presence of two smoke bombs that look like hand grenades created panic among the residents and business community of Multi Chowk, a prominent locality in the Nazimabad No 2, on Wednesday.

The smoke bombs were planted under a pushcart that sells chicken corn soup late on Tuesday night. DSP Malik Mazhar Hussain told Daily Times that some unknown person informed the police about the bombs early morning on Wednesday, referring to them as hand grenades on the 15 help line.

“We reached the scene around 10 am where a crowd had gathered to witness the bomb removal operation. The bomb disposal squad removed the bombs and shifted them to the Shameem Shaheed Ground,” he said. The bombs were later confirmed to be low-explosive smoke bombs and the police safely destroyed the bombs at Mauripur.

Bomb disposal squad officials told Daily Times that the smoke bombs were 200 grams each, locally assembled and looked like grenades without safety pins but with trigger options. “Such smoke bombs are used by terrorists to run away from the police as they produce a thick, foul-smelling smoke,” they said.

The police have yet to discover who made the bombs and planted them in the crowded street.

Robber shot dead, two held in separate incidents

KARACHI: In a number of separate operations, police officials killed one unknown robber, arrested many culprits with weapons and recovered looted items on Tuesday.

The police officials were snap checking at Marwari Goth located within the jurisdiction of Sachal Police Station. Early in the morning, they signaled to a suspicious car to stop and when it did not, they followed it. When the car was intercepted, the four men in it fired at the police personnel. The police fired back and as a result one of the men died and the rest managed to escape leaving the car behind.

The police officials recovered a pistol and a car that was stolen from New Karachi recently.

Sachal Police Station SHO Atiqur Rehman said that the dead robber was identified by various area residents who were robbed in the last couple of months. He further said that the snap checking will continue in different parts of the jurisdiction.

In another encounter near Paracha Chowk, the Shershah police arrested a robber identified as Hadi, son of Fazal Dad. During the encounter one of the officials, Banaras Khan, was injured when the culprits opened fire on the police party.

According to details, five armed robbers broke into a warehouse that belonged to Asif and stole Rs 86,000 and two mobile phones from the workers and fled. The workers shouted for help and one of the neighbors called the area police.

A mobile unit was patrolling nearby and rushed to the scene. The police party asked the thieves to surrender but they opened fire. As a result, Khan received a bullet wound to his right leg and was shifted to the hospital.

Meanwhile CID Police arrested notorious bandit Niaz alias Niazo Khoso alias Zalim Khoso after an encounter but three of his accomplices fled.

The dacoit, on whom a reward of Rs 2 million had been announced, and his accomplices were living in a hideout in the vicinity of Baldia Town Graveyard for the last few days.

On a tip off, CID SSP Fayyaz Khan and a police party raided the hideout, during which the culprits opened fire.

The police party returned fire and successfully arrested Niaz but the other three escaped.

Khan told Daily Times that Niaz belongs to district Dadu and was a notorious bandit who the Sindh police has been chasing for a long time. “The Sindh police had announced Rs 2 million as reward money for Niaz’s capture and as many as 100 FIRs were registered against him for various cases of kidnapping for ransom, robberies, threatening landlords in interior Sindh and killing various police officials to name a few,” he said.

He said that Niaz became a prominent figure after he killed his mother in a case of Kari in 1993. Later he formed a gang and started robberies on highways, sending threat letters to various landlords in Shahdadkot, Qambar, Dadu, Larkana and the surrounding areas.

The SSP said that they were expecting to arrest the rest of his gang soon and the investigation in this regard has already started.

Man shot dead: Aleemuddin, 40, was shot dead by unknown people outside his house, located at Usmania Colony in Rizvia Society.

The deceased had just gotten home from his shop located in the Garden Area. Someone called him outside his house, shot him in his chest three times and ran away.

Rizvia Police Station SHO Tariq Islam told Daily Times that they were called by one of the neighbors before the body was shifted to the Abbasi Shaheed Hospital for autopsy.

Woman poisoned by husband: The Gulshan-e-Iqbal police arrested Noor and his accomplice who had left Noor’s wife’s body at the Patel Hospital on Tuesday.

According to sources in the hospital, two men and a woman bought Samina, 25, to the Jinnah Postgraduate Medical Center (JPMC), left her there and disappeared. The management informed the police that a body was bought to the JPMC and that the deceased had died after she was poisoned.

SHO Zubair Tanoli said that they were given the license plate number of the car that the deceased was brought to the hospital in. The police party investigated and found the car at the Jauhar Complex. The conducted a raid in a flat where they found Noor and his accomplice, Rana Zafar. The woman involved in the case was not found. The police registered a case and started further investigation.

14th PTV Regional Awards

Tradition kept alive

THE Karachi Centre of Pakistan Television Corporation held its 14th PTV Regional Awards ceremony to honour the best performers of year 2006 in 26 different categories.

The glittering ceremony was held at the Maritime Museum late night on Saturday.

The stage was set up out in the open under the cold sky, the ceremony was quite dull as the audience especially the women, who were not aware that they’ll have to sit in the cold, were shivering uncomfortably in their formal clothes.

Salahuddin Tonio was declared the best malee actor, while Shehnaz Bhatti won the best female actor award. Performances by Muhammad Ali Shehki, Saleem Javed, Najam Shiraz, Rahim Shah, Raza Faqir, Samina Kanwal, Taj Mastani and Fuson managed to entertain the audience however, some of the other performances just seemed to be a good way to pass time.

The guests at the ceremony included Provincial Minister for Culture and Tourism Sassui Paleejo, Provincial Minister for Information Shazia Marri and PTV Managing Director Shahid Mehmood Nadeem. Awards were distributed by Chisti Mujahid, drama writer Taj Haider, Qazi Assad Abid, Qazi Wajid, Sohail Asghar, Dr Roshan Sheikh and others. While the comparing was done by Qaiser Nizamani, Dr Huma Mir, Asif Raza Mir, Shaista Gul, Mehmood Mughal, comedian Hanif Raja, Behroz Sabzwari, Shabbir Jan, Nazia Malik and Shugufta Yasmin.
