CDGK Employees’ Housing Issue

Standard house rent not yet applied to all CDGK workers

* City council had adopted resolution 19 years ago

KARACHI: Over 4,000 employees of the City District Government Karachi (CDGK) are being blatantly cheated by their higher-ups, as almost 50 percent of their salaries are being deducted in the name of house rent, although, last year, the Karachi DCO had issued a notification for the application of the City Council approved house rent of Rs 125 to the 4,000 employees as well, Daily Times learnt on Monday.

According to CDGK sources, the city council had adopted resolution No 403, on June 14, 1989, setting the standard house rent at Rs 125 for all employees of the defunct Karachi Municipal Corporation (KMC), Karachi Development Authority (KDA), Karachi Water and Sewerage Board (KWSB) and Karachi Building Control Authority (KBCA) using official accommodation in the city.

However, the standard rates are yet to be applied to more than 4,000 employees deputed in Saddar Town and different departments of the city government, including health, education, fire brigade, zoo, parks, land, revenue, printing press, electrical and mechanical and Class-IV. The former Karachi DCO Fazal-ur-Rehman had issued a notification (DO/ACCN/CDGK/1177/2006), directing the concerned departments to include the employees but the Finance and Planning Department had not paid any heed to his orders and continued depriving the officials of almost half of their basic salary.

CDGK employees of grade one to four are being charged 45 percent of their basic salary as house rent, while all those of grade five or above have been paying 50 percent. The sources further mentioned that the CDGK had also issued an official gazette on September 18, 2007 but all its measures were in vain.

“Many of the CDGK employees are unable to afford suitable accommodation with their meager salaries and the government needs to consider their plight,” said one of the affected officials. He added that the employees of the defunct KDA, KWSB and KBCA have occupied official accommodation for a long period and are charged the standard house rent of Rs 125.

Sajjan Union-CDGK President Syed Zulfiqar Shah and other leaders also expressed grave concerns over the issue and demanded City Nazim Mustafa Kamal, Karachi DCO Javed Hanif and others to take immediate notice. “We have been trying to resolve this issue since 1989 but corrupt bureaucrats have been constantly creating hurdles in the application of a uniform policy for all employees,” said Zulfiqar Shah.
