CDGK workers await first housing scheme

SINCE 1984, more then one hundred thousand Karachi Metropolitan Corporation (KMC) employees, now known has the City District Government Karachi (CDGK), have not benefited from a single housing scheme, Daily Times learnt on Sunday.
The plans announced by City Nazim Mustafa Kamal in October 2007 of establishing the New Malir Housing Scheme-1 in Malir Development Authority (MDA) still remains to be materialized.
When the housing scheme plan was announced, more than 50,000 CDGK employees submitted application forms along with the first installment of the plots. Almost a year has passed and there is no sign of a balloting process taking place.
The low-cost housing scheme is the first housing scheme to be offered to any city government employees after 24 years. The last housing scheme offered by KMC, distributed 5,000 60-yard plots to those employees who had served KMC for over 10 years.
CDGK officials appreciated the plan of this new scheme; they submitted their application form and deposited the first installment of the plots even though this meant celebrating Eid with a smaller budget.
“The scheme was announced last year when Eid-ul-Fitr was approaching, CDGK employees did not have enough money to invest in the scheme but some how they managed to allocate an amount from their salaries,” Firdous Mirza, a CDGK employee informed Daily Times.
The plots were allocated amongst CDGK employees by dividing them into three categories depending on the employee’s grade. Employees from grade 1 to 15 are eligible for 100-sq yard plots, grade 16 and 17 employees are eligible for 200-sq yard plots and employees with grade 18 and above are eligible for 400-sq yard plots.
The scheme promises 3,150 acres of land in Gadap Town near Gaghar Pathak on the National Highway under MDA’s supervision. MDA has divided the land into 25 sectors, of which 16 sectors are residential and the others are reserved for flats, petrol pumps, CNG stations, private societies and a cottage industry.
The scheme has a total of 27,604 residential plots that are divides into 100, 200 and 400 sq yard plots. Of the total, 11,592 plots are 100 sq yards each, 10,803 plots are 200 sq yards each and 5,209 plots are 400 sq yards each. The money on these plots can be paid in 20 to 30 easy installments, the first installments for the 100, 200 and 400 sq yard plots were Rs 4,000, Rs 11,000 and Rs 26,000 respectively.
City Government Sajjan Union Member Zulfiqar Shah stated that they welcomed the housing scheme plan but the delay in balloting shows some hidden agenda behind the scheme. “The CDGK employees from grade 1 to 18 deposited their first installments and their application forms, most of them arranged money on a short-term basis,” he said and added that the city government should make it a priority to clarify the matter since a year has passed without any sign of progress or allocation.
He also revealed that last year, CDGK Officers Association (KDA Wing) announced and balloted another scheme for officers in which 218 plots were given at Hawkesbay.
MDA Director General Ameerzada Kohati told Daily Times that they finalized preparations and the balloting will take place soon, however, he did not give an exact date on which the balloting will start.

INITIALLY, THE MDA CONSTRUCTED A FEW ROADS AND GAVE AN IMPRESSION THAT LARGE-SCALE DEVELOPMENT WORKS WERE UNDERWAY. BUT THIS WAS ANOTHER EFFORT TO HOODWINK PEOPLE, TO COLLECT HUGE AMOUNTS OF MONEY FROM ALLOTTEES OF SAID SCHEME AND ACCUMLATE BANK INTEREST. THER WERE SOME ALARMING REPORTS IN THE MEDIA SOME TIME AGO THAT ABOUT 1,000 PLOTS FILES OF THE ALLTTEES WERE MISSING. THIS NEEDS TO BE INVESTIGATED. WHAT IS THE PRESENT MARKET VALUE OF THE PLOTS?

    I AM AND ALSO ALLOTTEES OF SAID SCHEME HAVE BEEN ALREADY PAID MOST THEIR DUES.
    HOWEVER, THEY ARE RELUCTANT TO PAY FURTHER CHARGES IN VIEW OF THE MDA’S CONTINUOUS LACK OF INTEREST IN DEVELOPMENT WORK.
    IN THE MEANTIME, I RECEIVED AND ALLOTTEES OF SAID SCHEME ARE ALSO RECEIVNG WARNING LETTERS FROM THE MDA REPEATEDLY TO FACE CANCELLATION OF MY AND THEIR ALLOTMENTS IF DEVELOPMENT CHARGES AND GIRD STATION AND UTILITY CHARGES, THE MDA SHOULD IMMEDIATELY CARRY OUT MAJOR DEVERLOPMENT WORKS IN SCHEME -1, USE THE PEREVIESE HUGE AMOUNT OF MONEY THEY HAVE ALREADY COLLECTED.
    MDA HAD COLLECTED BILION (RS) AND THE INEREST EARNED ON THAT WAS MILLION (RS) FROM 1997 TO 2013.
    HOWEVER, IT HAS BEEN CLEARLY MENTIONED THAT THE MDA IN TERMS CONDITIONS, MDA WILL ASK THE ALLOTTEES TO PAY THE UTILITY CHARGES ON ACTUAL BASIS, THE TERMS CONDITIONS AND OF MDA , FOR ALLOTMENT OF PLOTS, CLAUSE-5 RE PRODUCED AS FOLLWS:-
    “THE PRICE OF PLOT DOES NOT INCLUDE LEASE, DOCUMENTATION CHARGES REGISTRATION, STAMP DUTY LEGAL ANDANCILLARY CHARGES, ELECTRICITY ,SUI GAS AND WATER CONNECTION CHARGS, SUCH EXENSE, BASED ON ACTUAL ESIMATES SHALL BE PAYABLE BY THE ALLOTTEE IMMEDIATELY ON DEMAND.”
    THAT MDA DID NOT COLLECT THE CHARGES ON ACTUAL BASIS, TO ALLOTTEES ACCORDING TO THE TERMS CONDITIONS.
    THAT THE COST OF GIRD STATION, AND UTILITY CHARGES AGAINST ELECTRICITY, SUI GAS AND WATER CONNECTION CHARGS, IS VERY HIGH NOW DAYS AND THERE IS GREAT DIFFERENT IN THE COST OF GIRD STATION AND UTILITY CHARGES, FIVE (5) YEARS BEFORE AND 16-YEARS AFTER, WHO IS RESPONSIBLE? DELAY IN THE PERIOD OF COMPLETION AND WHO IS RESPONSIBLE? THE DELAY OF DEVELOPMENT WORKS, SAID SCHEME OF MDA?
    HOWEVER, IT IS SUBMITED THAT THE MDA HAVE ALSO ANNOUNCEDTHIS SCHEME TO BE COMPLETED WITHIN THE FIVE (5) YEARS 60 MONTH, MDA AS CLEARLY, IT WAS MENTIONED IN THE TERMS CONDITIONS, FOR ALLOTMENT OF PLOT CLAUSE-6 RE PRODUCED AS FOLLWS:-
    “THE PERIOD OF COMPLETION AND DELIVERY OF POSSESSION IS EXPECTED TO BE 60 MONTHFROM THE DATE OF CONFIRMATION OF ALLOTMENT PROVIDED THAT THE INSTALLMENTS ARE PAID WITHIN TIME BY THE ALLTTEES.”

    UNFORTUNATELY, IT IS RESPONSIBILITY OF MDA AND DID NOT THE SHELTER LESS ALLOTTEES OF SAID SCHEME, MALIR DEVELOPMENT AUTHORITY SINDH IS RESPONSIBLE, ACCORDING TO THE TERMS CONDITIONS AND STIPULATION, MDA OFFICE WAS DUTY BOND COMPLITION OF DEVELOPMENT WORKS AND TO HAND OVER AND DELIVER THE PHYSICAL POSSESSION OF PLOT MENTIONED ABOVE AND TO ALLOTTEES OF SAID MDA SCHEME-1, ALL PLOTS WITHN 60 MONTHS FROM THE DATE OF ALLOTMENT.

    THAT THE MALIR DEVELOPMENT AUTHORITY SINDH HAD ALMOST 16-YEARS HAVE PASSED AND FAILED TO THIS SAID SCHEME, BECAUSE MDA FIVE (5)-YEARS COMPLATIONS PLANE.
    BUT THEY HAVE SPENT 16-YEARS NO DEPARTMENT /PERSON IS AUTHORIZED TO TAKE ON CHARGE THE MDA AS FAULTY INSTITUTION.
    THE PEOPLES WHO HAVE GET THE PLOTS IN THE SAID SCHEME ARE WORRIED MUCH AND THE MDA DID NOT TAKING ANY POSITIVE RESPONSE FOR THE SHELTERLESSMPEOPLES HAVE PAID THE HUGE AMOUNT IN INSTALLMENTS .
    I AM HAD BEEN FREQUENTLY AGITATING THIS MATTER BUT MDA OFFICE IS NOT TAKING SERIOUSLY OR AVOID TO CONSIDER THE MATTER TO ME AND METAL WORRIES TORTURE AND INCONVENIENCE.
    BY THIS MALAFIDE ACT IAM SUFFER A LOT, AND IAM CLAIM THE MARKET VALUE OF THE PLOT SURRENDERED AS WELL DAMAGES, MDA IS UNDER OBLIGATION TO PAY MARKET VALUE OF PLOTS WELL AMOUNT OF DAMAGESDETAILS IS BELOW:-
    (A) MARKET VALUE OF ALLOTTED PLOT RS.18,00,000/-
    (B) MENTAL WORRIES TORTURE AND INCONVENIENCE RS.22,00,000/-

    SIR, I RESERVED MY ALL RIGHT AS PAKISTANI FINALLY KEEPING IN VIEW MY HARDSHIPS AND DIFFICULTIES, MENTALLY WORRIES TORTURE AND INCONVENIENCE KINDLY REDRESSED MY GRIEVANCES BY VIRTUE OF ISSUING ORDERS TO AND TAK SOHOMOTTO ACTION AGAINST THE MDA AUTHORITY CONCERNED AND MAY KINDLY BE DIRECTED TO MDA AUTHORITY CONCERNED, FOR DIRECTIVES MDA FAILING TOEITHER MDA SCHEME-1 REFUND THE COST OF PLOT WITH EXISTING MARKET VALUE FOR WICH TO PAY ABOVE MENTIONED AMOUNT TO ME MDA HAVE TO BEAR ALL THE EXPENDITURES ETC. ON PRIORITY BASIS, IT IS RESPECTFULLY PRAYED THAT THE MY APPLICATION / REQUET DIRECTED TO ORDERS SO THAT I MAY BE TO PERFORM MY DUTIES WITH OUT ANY WORRIES, SMOOTHLY, I AM FAITHFUL TO YOU ‘RE HONOR OF JUSTICE FOR WHICH I SHALL BE HIGHLY OBLIGED (OBEY) YOU ‘RE HONOR OF ORDER’S.
