Clamour for NGO registration in 2 towns

A LARGE number of people have lined up to register their NGOs (non-government organizations) in two major towns of Karachi – Malir and Gulshan-e-Iqbal – over the last few months, Daily Times learnt on Saturday.
The city government’s Social Welfare Wing (SWW) under the Community Development Department has been issuing new registrations with each taking almost three months to complete for one NGO. The SWW office was opened in a shabby building in the jurisdiction of the Faizee Rehmany Art Gallery near the Arts Council of Pakistan Karachi five months ago. It is filled to the brim with decades-old files.
Daily Times made repeated attempts to speak to SWW District Officer Shehzadi Baloch over a week but in the end she referred this correspondent to one of her associates. “So far we had issued registrations to 3229 NGOs in the sectors of child welfare, youth welfare and women welfare,” SWW official Shahid told Daily Times on Saturday, adding that the defunct Karachi Metropolitan Corporation (KMC) was awarded the charge of the provincial Directorate of Social Welfare in 1971 and later handed it over to the city government’s Community Development Department in 2001 after the introduction of SLGO 2001, the local government system.
Every month up to five NGOs apply for registration but the during the last couple of months, precisely since the formation of the new government, the number of applications for the registration of new NGOs from Malir and Gulshan-e-Iqbal towns has gone up 50 percent.
The registration procedure for an NGO is simple but can take up to three months and several visits to officials to accelerate the pace. The SWW department receives an application with at least three proposed names and after scrutiny, the city government allots one name. The applicant has to submit the minutes of their first meeting, aims and objectives, names of office bearers and the source of income besides other relevant information in writing.
The SWW reviews the information and if it does not contradict the SWW’s proposed sectors such as child labour, orphanage, street children, youth sports and recreational facilities, industrial homes and charity for women, the city government issues a certificate to the NGO to start operations. Every registered NGO has to submit an audit report finalized by a chartered accountant to the SWW office and hold elections for office bearers after two years otherwise they are suspended by the city government.
Unfortunately, neither the rules on audit reports nor the elections are being followed by a majority of the NGOs. It is the responsibility of the field officers deputed at the town level to implement them but neither do they manage to press the NGOs.
“According to the Rules and Regulations of Social Welfare 1961, the government can suspend any NGO that fails to submit its annual audit report and hold elections for the office bearers after two years. But so far no such action has been taken against a single NGO during the last couple of years,” said Shahid.
This is a cause of concern as the government does not then know if the NGOs are properly using the money donated by foreign donors or philanthropists.

    I met Mr. Jamal who said that I am running an NGO name RJ HELP LINE but I was strange to hear that his NGO had no E-mail address, Mr. Raees Jamal reside in R-1187/16 FBArea karachi. I visit his home I saw hundreds of applications lying in his room regarding to get jobs about 95% of these applications were of women. I also gave him 3 applications for jobs for my relatives but 6 months had passed no progress was found in this regard. In the month an NGO claimed for her NGO’S progress the mater was brought in Police Station Yousuf Plaza Karachi, claiming RJ HELP LINE as fake NGO.
